Duncan holds a Bachelor's and Masters in Education from the University
of Kentucky and a Ph.D. in Education from the University of Arizona.
He has served as the Deputy Commander of the Army Training Support
Center at Fort Eustis. Dr. Duncan serves as the Lead Consultant for
the Group's Performance Enhancement Practice. |

David Edgell David Edgell holds a
Bachelor's in Business from the University of Kansas, a Bachelor's in
Economics from American University, a Master's in Administration from
the Indiana University, and a
Ph.D. in Management from the University of Cincinnati. He has
served as Undersecretary of Commerce of the United States and as
Commissioner of Tourism of the U.S. Virgin Islands and has
considerable private sector experience in tourism. Dr. Edgell serves as
Lead Consultant for the Group's Sustainable Tourism Practice. |

Cathy W. Hall
Cathy Hall holds a Bachelor's in Psychology from Emory
University and a Masters and Ph.D. in Educational Psychology from
the University of Georgia. She is a licensed Psychologist in
the state of North Carolina. Her expertise includes
psychological assessments, research design and methodology, and data
analysis. Dr. Hall serves as Lead Consultant for the Group's
Psychological Assessment Practice.

L. Hall
Tom
Hall holds a Bachelor's degree in Chemistry and Mathematics from
Berry College and a Master's in Chemistry from the University of
Georgia. He has done publishing, multimedia CD-ROM development,
web-based training development, software training, and consulting
for the past 12 years. He is considered to be one of the leading
ToolBook developers in the world and has used this software product
to develop a large variety of CD-ROM and web-based training
applications for education, business, and government. Mr. Hall
serves as Lead Consultant for the Group's Training Technologies
Practice.

Ruth Kempf Ruth Kempf holds
Bachelor's degrees in Chemistry and German, a Master's in
Radioanalytical chemistry, and a Ph.D. in Physical Chemistry from
Rensselaer Polytechnic Institute. At
Brookhaven National Laboratories, she spent several years working in
nuclear waste management and research in support of the Nuclear
Regulatory Commission and the Depart,ent of Energy. She moved into
international nuclear issues with nuclear materials measurements using
isotope dilution mass spectrometry. Later, she served as leader of a
DOE-commissioned Technical Survey Team in support of US-Russian
Fissile Materials Protection, Control and Accounting Program. Dr.
Kempf serves as Lead Consultant for the Group's Securities Practice. |

William Swart (Bill) William Swart
is Vice President and Principal Consultant of WESCG. He holds a
Bachelor's in Industrial Engineering with honors from Clemson
University, and a Masters in Industrial and Systems Engineering and a
Ph.D. in Operations Research from the Georgia Institute of Technology.
He has served as Corporate Vice President of Operations Systems and
Corporate Vice President of Management Information Systems for Burger
King Corporation. Dr. Swart serves as the Lead Consultant for the
Group's Productivity Enhancement Practice. |
